A statement of objection (VGB) is in the Netherlands a statement issued to a person who is eligible for a trust function after a safety investigation by or on behalf of the Minister of Home Affairs. A safety investigation is in-depth than an investigation for a statement about the behavior (VOG). A safety investigation is not the same as an antecedent research. An antecedent research is usually a study of legal data needed for, for example, a VOG. A safety investigation is much wider.

For the creation of a legal entity such as the private company, a declaration of no objection from the Ministry of Justice was previously required. Without this document, the notary could not be established. Before the statement was issued, the founders and future directors of the company had to be subjected to an investigation. However, with effect from 1 July 2011 this requirement will expire. Instead, continuous screening by Justis is taking place.

AIVD or MIVD carries out a safety investigation after a request from the (future) employer. If the outcome is positive (that is, there are no reasons to believe that someone is not appropriate), the statement will be issued.

The VGB is valid as long as the person in the same trust or function group for whom the VGB has been issued is employed. After five years, a repeat survey can be done.

Acknowledgment of objection is possible at the AIVD Security Investigation Commission. In case of a negative decision the objection can be taken to the administrative court. The last word lies with the Council of State. However, this has never reversed a ministerial decision based on AIVD / MIVD research.

The criteria for obtaining the statement depend on the gravity of the person's function and behavior. Some features (for example, at Defense) require an impeccable past (up to 6 months of cell or 240 hours of service). For other functions, legal antecedents older than 8 years are accepted in principle, except for serious crimes.
