Tulio Quiñones was a nationalized Costa Rican soccer player. He played for teams such as Circolo Sportivo Italiano, Universitario de Deportes, ADO, Veracruz and Necaxa
Although born in Costa Rica, Quiñones quickly migrates to Peru where he plays with teams such as Circolo Sportivo Italiano and Universitario de Deportes.
By 1947 he arrives in Mexico, and remains in his league until 1953, taking a scoring championship with Necaxa and a league title with Veracruz. He also played with the Peru Soccer Team Teams in Mexico
