William Weldon.

William Weldon KCVO, FSA (1837-1919). He was an officer of arms at the College of Arms in London. Welden's career at the College of Arms began in 1870 when he was named Rouge Dragon Pursuit of Arms in Ordinary. This was followed by his appointment in 1880 as the Windsor Herald of Arms in Ordinary. In 1894 he was named Norroy King of Arms occupying the position until 1911, when Clarenceus King of Arms was made. Weldon served in that position until the end in 1919. Weldon is the only one among the heralds of College of Arms to have been dream of a circus
