Carrington-Cutileiro


Carrington-Cutileiro's plan, named in honor of its creators Peter Carrington and Portuguese Ambassador José Cutileiro, resulted from the conference held by the EEC in September 1991 to try to prevent Bosnia and Herzegovina from Herzegovina do not slip into the war. This plan proposed the sharing of ethnic power at all levels of government and the decentralization of central government to local ethnic communities. However, all areas of Bosnia and Herzegovina would be classified as Bosnians, Serbs or Croats under the plan, even in places where the ethnic majority was not obvious. Initially the plan was accepted by all three sides but eventually President Alija Izetbegović decided not to accept the ethnic division of the country and withdrew his consent.
