Simmons initially studied privately in Madison (Wisconsin). He subsequently studied at the University of Wisconsin in Madison, Madison, Wisconsin, where he also obtained his Bachelor of Science and his Master of Science. He also studied at the University of Iowa in Iowa City, where he graduated from Ph.D. (Philosophian Doctor).

Following, he became second conductor of the University of Wisconsin Harmony Orchestra in Madison, Madison, Wisconsin, next to Raymond F. Dvorak. From 1941 to 1950, he was a lecturer of wood blowing instruments and conductor of the Harmony Orchestra at Grinnell College in Grinnell (Iowa) and from 1950 to 1958 in the same position at Illinois Wesleyan University in Bloomington.
