Urban Action Program

Urban Action Program (PAU) is, in Spain, the legal framework of urban development of complete neighborhoods defined in Royal Decree 2159/1978 of June 23.

Urban action programs carry out the planning and urbanization of land classified as non-programmed urbanizable land for the realization of integrated urban units. These integrated urban units are usually new neighborhoods, with sufficient services and equipment to guarantee the satisfaction of the demands of the population or the economic and social activities that take place within the neighborhood. The urban action program must also specify the infrastructure works necessary for the correct connection of the new neighborhood with the rest of the city from the moment people start to live.

Often programs develop neighborhoods or even completely new districts in cities.
