Detlev Mehlis


Detlev Mehlis (1949) is a prosecutor for the German Attorney General's Office in Berlin. He specializes in investigating complex issues, especially in international crime, terrorist and criminal organizations.

He has served as a prosecutor since 1992. Among the issues he has taken on and which have had international dimension is the bombing in Berlin in 1986 against the La Belle discotheque in which three people died, where it was discovered the intervention of the Libyan secret services. He proved the involvement of the international terrorist, Ilich Ramírez Sánchez, alias Carlos, in the attack on the French cultural center Maison de France in western Berlin in 1983. Since 1998 he has been the head of the Office of the European Judiciary Network and coordinator of the fight against organized crime in Berlin.

In 2005, United Nations Secretary-General Kofi Annan appointed him head of the United Nations International Commission for the Investigation into the Murder of Lebanese Prime Minister Rafik Hariri. The Mehlis Report was presented to the Secretary-General of the UN on 20 October 2005. It involved the military intelligence services of Lebanon and Syria to be involved in the assassination of Hariri, and accused Syrian officials of hindering and deceiving during research. A second report on December 10 of the same year confirmed the previous report. On January 11, 2006, Mehlis was replaced by Serge Brammertz.
