In France, a decree in the Council of Ministers is a decree taken:

They include at the end of the visas, the mention: "the Council of Ministers heard".

These decrees are signed, either exclusively by the President of the Republic, exercising his own prerogatives, on the basis of the limiting provisions of Article 19 of the Constitution; either with the countersigns of the Prime Minister and the ministers concerned, still on the basis of this same constitutional article.

However, if a decree is issued by the Council of Ministers when no legislative provision so requires, it can only be subsequently amended by a decree also issued by the Council of Ministers in accordance with the established case law of the Council of State unless no new legislative rule or decree issued by the Council of Ministers provides otherwise.
