Melchor Pérez de Baraiz e Ibero was born in Tudela, Navarra (Spain), son of Gaspar Pérez de Baraiz and Cobarrubias and María de Ibero Daoiz. He married Beatriz Vélez de Eulate.

In 1614 he received the habit of knight of the Order of Santiago, reserved for people of reputed nobility. In December 1617, King Philip III appointed him Governor of Costa Rica to succeed Juan de Mendoza and Medrano, but he did not take office and instead appointed Alonso del Castillo and Guzman.

He was corregidor of Iztlavaca and Metepec (Mexico).
