Francisco Argandoña Revilla, Prince of Glorieta, was born in the city of Potosí (Bolivia) in 1850, son of a family of mining origin related to the mines of Huanchaca; The Mackay School of Valparaíso (Chile), on his return to the country began to work in the Mining Company Huanchaca, managed to buy shares for a value of 200,000 pesos, in 1868 settled in the city of Sucre, where developed a broad philanthropic and charitable work. In 1874 he married Clotilde Urioste Velasco. In 1878 a real boom took place in the Mine Huanchaca, it began to raudales to extract the silver enriching the arcas of Francisco and Clotilde. In 1879 he made a loan to the Government of Bolivia, to be able to defray the expenses of the Pacific War.

In 1890 Francisco Argandoña saved a very important amount of money, he wanted to invest in something other than the mines, for that he resorted to the advice of his brother-in-law Clodoveo Urioste Velasco, who was an expert in financial transactions, advised that the best business was to open a bank. In 1892, the "Francisco Francisco Argandoña Bank" was inaugurated and was erected as bank of money and commercial issuance according to the laws of 1890 and 1891. Thanks to the prevailing conditions at that time to invest the capital of Francisco Argandoña in the Bank was the best business that could be given, Banco Argandoña had a validity of 20 years (1892-1912).

In 1894 the marriage Argandoña-Urioste began his diplomatic life, Francisco Argandoña was appointed Charge d'Affairs of Bolivia before the Palacio de la Moneda in Santiago de Chile. On August 27, 1910, after a short illness, Francisco Argandoña died.
