Supported Getúlio Vargas in the 1930 Revolution, acting in the Federal District police (1930 - 1932), then Minister of Labor (1932 - 1934), federal deputy (1935 - 1937), was the first holder of the Ministry of Aeronautics (1941 - 1945) and also senator (1947 - 1950).
From 1948 until his death he was president of the Partido Trabalhista Brasileiro.
The Salgado Filho International Airport in Porto Alegre pays homage.
