A written declaration, established by Article 116 of the European Parliament's Rules of Procedure, is a text of a maximum length of 200 words submitted by up to five MEPs and submitted to all MEPs for three months. If the declaration receives a majority of signatures, it becomes an official act of parliament and is then transmitted to the recipients it mentions. edit code
