Humberto Moreira

Humberto Moreira Valdés (Saltillo, July 28, 1966) is a Mexican Politician of the Institutional Revolutionary Party (PRI). Moreira was a teacher and worked in the Ministry of Education. From 1999 to 2002 he was Minister of Education of Coahuila and from 2003 to 2005 Mayor of Saltillo. In 2005 he was elected governor and he joined on December 1 of that year.

On December 3, 2008, the Coahuila Congress took on a proposal submitted by Moreira to request Congress to reintroduce the death penalty, for which a change in the constitution of Mexico is required. Moreira resigned on 4 January 2011 as Governor to elect as president of the PRI; he was elected by a large majority. On July 3, his brother Rubén Moreira was elected as the new governor of Coahuila.

Moreira arrived at the end of 2011 after allegations of financial malpractice from his period as governor. Coahuila's sovereign debt increased over five years from 200 million to 35 billion dollars. In addition, it appeared that the state government had provided false data (the debt would be only $ 700 million) and that Moreira had been personally involved in operations where false documents were filed with false documentation. Moreira resigned on 2 December as a party president.
