Demographic clause of the Treaty of Nice

The demographic clause is a clause of the Treaty of Nice.

The new definition of qualified majority has yet another novelty. A paragraph is added to Article 205 of the EC Treaty, specifying that, at the request of a member of the Council, it will be verified in a qualified majority decision if that qualified majority represents at least 62% of the population of the Union. If this is not the case, the act in question will not be adopted. This provision is in addition to the other conditions necessary for the adoption of an act (the qualified majority of the votes and the majority of the Member States). It will ensure that the decisions taken in the Council will be representative for the majority of the Union's population. edit code
