Jean-de-Dieu Ngoma was born on September 19, 1960. After having been President of UNHACO before the national conference and even afterwards, he was appointed Secretary of State for Persons with Disabilities (Yhomby Government) under the presidential mandate of Mr. Lissouba. He is a member of the World Organization of Disabled People.
